The operator must have this document reviewed (and adjusted as needed for Vietnamese law and any other applicable jurisdiction) before relying on it for a commercial launch.

These Terms of Service ("Terms") govern access to and use of CrawlPipe (the "Service"), operated by CrawlPipe ("we", "us", "our"). By creating an account, generating an API key, or otherwise calling the Service, you ("you", "Customer") agree to these Terms.
Scope of service
CrawlPipe is a metered REST API and MCP (Model Context Protocol) server that delivers normalized Vietnamese legal documents — starting with the tax and accounting cluster — as structured, machine-readable data. We crawl public sources, parse documents into a structured representation (điều/khoản/điểm level where applicable), track amendments and effectivity over time, and expose the result through versioned API endpoints and an MCP tool surface, billed per API unit consumed. The Service is a data delivery and normalization layer; it is not a law firm, does not provide legal advice, and does not publish an official gazette.
Accounts and API keys
To use the Service beyond unauthenticated documentation pages, you must create an
account and belong to at least one organization. Organizations have members with roles
of owner, admin, or member; role permissions (who can manage billing, keys, webhooks,
and team membership) are described in the portal itself. API keys are issued in the
format dp_live_…, are shown to you in full exactly once at creation time, and are
stored by us only as a salted hash — we cannot recover or redisplay a lost key, and
losing one means creating a new one and revoking the old one. You are responsible for
keeping your keys confidential and for all activity performed under them, including by
anyone you share them with. Revoke a key immediately if you believe it has been
exposed; revoked keys stop authenticating immediately.
Plans, units and quotas
The Service is billed per API unit, where one unit corresponds to one standard metered request. Current plans:

Unit costs vary by endpoint: a standard request costs 1 unit; semantic or hybrid search
costs 2 units; a bulk export costs 100 units. Only requests that complete with a
successful (2xx) response are charged — failed or error responses are never billed.
Retried requests that reuse the same Idempotency-Key as a previously successful
request are recognized as replays and are charged 0 units, so agent or client retry
logic cannot cause double billing.
Quotas are a hard stop: once your plan's monthly unit allowance is exhausted, further metered requests are rejected until your usage period resets (or you upgrade) — CrawlPipe does not currently bill overage beyond the plan allowance. Rate limits (requests per minute) are enforced independently of the monthly unit quota and apply even to unmetered or zero-cost requests.
Billing, cancellation and refunds
Paid plans (Builder, Pro) are billed as recurring subscriptions processed by PayPal. Subscribing requires approving the subscription through PayPal's own checkout flow; we do not collect or store your card details ourselves. You may cancel a paid subscription at any time from the billing section of the portal; cancellation takes effect at the end of the current billing period — you keep plan access and its unit allowance until that date, after which your organization moves to the Free plan with no data deleted. If a scheduled payment fails, your subscription enters a past-due state; if payment is not corrected within the grace/dunning window PayPal and our billing sync provide, the organization is downgraded to the Free plan automatically. We do not currently offer a contractual refund policy for partial billing periods; if you believe you were charged in error, contact us and we will review it on a case-by-case basis.
Acceptable use
You agree not to: resell or redistribute the bulk corpus obtained through the Service as a competing dataset or API without a separate written agreement with us; attempt to circumvent unit metering, rate limits, or plan quotas (including by evading authentication, spoofing idempotency keys, or distributing a single key across automated systems designed to defeat per-key limits); or engage in automated abuse of the Service, including excessive parallel polling, scraping the portal UI in place of using the API, or attempts to degrade Service availability for other customers. We may suspend or rate-limit accounts we reasonably believe are violating this section pending investigation.
Data sources, provenance and accuracy disclaimer
Vietnamese normative legal documents (laws, decrees, circulars, and similar instruments)
are not subject to copyright protection under Vietnamese law (Luật Sở hữu trí tuệ, Điều
15), and our corpus is built from publicly available government sources. Every record we
serve retains a source and source_url field identifying where it came from. CrawlPipe
is a normalization and delivery layer over that public material — it is not the
official gazette (Công báo) or any government publisher, and while we take care in
parsing and structuring documents, we do not guarantee that any given record is a
byte-perfect, currently effective, or complete representation of the underlying legal
instrument. For any use where legal accuracy is binding (compliance decisions,
litigation, filings), you must independently verify the relevant document against its
official source before relying on it.
Service levels and freshness
We publish a freshness metric — the interval between a document's official publication
(source_published_at) and the time it becomes queryable through the Service
(available_at) — at /v1/meta/freshness and on our public status page, both as p50 and
p95 over a rolling window. Some sources (trigger sources such as Công báo RSS feeds, the
Ministry of Finance, and the General Department of Taxation) may surface a document
before its origin record is available from the primary source; such records are marked
provisional and are reconciled once the origin record is confirmed. We do not
currently offer a contractual uptime or freshness SLA with financial remedies; the
published metrics describe observed performance, not a guarantee.
Suspension and termination
We may suspend or terminate your access to the Service for breach of these Terms (including the Acceptable Use section above), non-payment, suspected fraud or abuse, or legal/regulatory requirement, with notice where practicable. You may stop using the Service, cancel any subscription, and delete your organization at any time from the portal; deleting an organization revokes its API keys, removes its webhooks, and removes its pending invites and members. Sections of these Terms that by their nature should survive termination (including the limitation of liability and data provenance disclaimers) continue to apply after termination.
Limitation of liability
The Service, and all data delivered through it, is provided "as is" and "as available," without warranty of any kind, express or implied, including any warranty of legal accuracy, completeness, fitness for a particular purpose, or non-infringement. The Service is not legal advice, and no output from the Service should be treated as a substitute for advice from a qualified lawyer. To the maximum extent permitted by applicable law, CrawlPipe is not liable for any decision made, action taken, or loss incurred in reliance on data obtained from the Service, including indirect, incidental, or consequential damages, whether or not we have been advised of the possibility of such damages.
Changes to these terms
We may update these Terms from time to time to reflect changes to the Service, pricing, or applicable law. We will update the "Last updated" date above when we do, and material changes will be communicated by email to organization owners/admins or via an in-portal notice before they take effect. Continued use of the Service after a change takes effect constitutes acceptance of the updated Terms.
